
Cosmo Mannella is a veteran labour leader with decades of experience in workforce development, apprenticeship systems, and labour–industry collaboration across North America. He has played a central role in shaping training, safety, and labour–management cooperation initiatives within the skilled trades, working closely with unions, employers, and government stakeholders.
Mannella previously served as Director of the Labourers’ International Union of North America (LiUNA) Canadian Tri-Fund, where he oversaw nationally recognized programs focused on workforce training, health and safety, and labour–management relations. Under his leadership, these programs supported the development and deployment of thousands of skilled workers across infrastructure and industrial sectors.
Earlier in his career, as Canadian Director of Training for the Brotherhood of Carpenters and Joiners of America, Mannella led innovative education strategies, including early Women in Trades initiatives and targeted apprenticeship recruitment programs for Indigenous communities. His work has contributed to expanding access to the skilled trades and strengthening long-term workforce pipelines.
